Rule 5
Duties and Powers of the Committee

(1) The committee shall verify that all details as per sub-rules (2) and (3) of rule 4 have been disclosed and all certified documents to be submitted have been submitted. Apart from that, if the committee wants to inquire about anything else, it can do so and the questions and the written answers should be attached to the work description. If it appears that any documents should be submitted in that regard, the committee may also submit them.

(2) If the things that should be disclosed in relation to any goods cannot be disclosed or if the documents that are required to be submitted cannot be disclosed, the committee shall take note of the reason and consider the matter. Will check the goods only if seen. If it is not appropriate, the committee should mention its opinion in the work description.

However, if the value and duration of the goods cannot be disclosed, the committee must disclose the estimated duration and value of the goods even if it is understood by the company or person concerned.

(3) The committee should count all the goods kept one by one and check the condition of them all. If it has gone, the judgment with reasons must be submitted. In case of negligence, the name of the responsible person or persons should be mentioned to collect the cost of the damaged goods or to take other action. If it is gone, it will be considered to be defective due to negligence. Or the trishul mark should never be erased from the top by making a cross (X) mark to prove that it is invalid. The committee can only declare the goods with the said (X) mark of Ordnance as invalid.

However, even if the goods distributed before these rules are not marked with the trident mark, the committee can declare them invalid by marking the cross (X).< /p>

(6) Goods brought before himIf it is found that they can be repaired and put into use, the committee should state in the work description that they will be repaired and put into use. If it is stated that such repairs are to be carried out in the unit, whether the repairs are to be carried out at the depot or in other ways, it should also be mentioned in the work description. And if it is not cost effective after calculating the transportation cost, then it should be auctioned.

(7) Goods deemed as useless should not be auctioned from the military point of view or even if they are to be auctioned, if it is seen that there will be any harm or bad impact from such goods, such goods will be auctioned by the committee. It should be determined that they should be washed and destroyed or burned.

(8) Apart from what is written in sub-rule (7), the committee should decide that if the goods are not useful to the army, but auctioning such goods would benefit the government.< /p>

(9) If the goods are not useful to the concerned depot or unit or sub-unit but are useful to any other unit, sub-unit, depot or ministry, department or base of the Government of Nepal or any organization, the committee also recommends whether or not to buy the same. can do But if it is recommended to take the price, it should also be mentioned how much to take. If the matter is not prepared, the military base should be notified by giving a written warning that it should be prepared in time when the committee forces it to do so.

(11) After completing the work to be done according to this rule, a formal work statement containing everything including the committee's judgment. It should be sent to the concerned department or Bahini headquarters for approval.

(12) The committee of the unit sub-unit should send its work statement through the taluk headquarters or taluk unit and send a copy of the same to the respective depot and a copy of the work statement and other Duplicates of the relevant documents should be sent to the Defense Controller's office with one copy.

(13)It is also the duty of the committee to send suggestions regarding any actions and arrangements that fall within its work area as of date, or if there is a need to improve something.
